This is a hall for a bunch of of the solitary confinement cells in the Devil's Island prison. No light gets in, and inmates were said to be locked in these rooms for 1-2 weeks, given food once a day, and not allowed to speak. Not exactly the vacation resort it is today (and I'm not kidding, people vacation in what used to be the guard barracks now.)
